Toda Construction has developed a dedicated offshore wind installation vessel - 'Float Riser' (Hatayashi はたあげ). The vessel is a semi-submersible vessel which has been designed to support the installation of floating offshore wind turbine foundations. The vessel's designer claims that the semi-submersible concept could reduce installation costs by up to 40% compared to conventional heavy lifting vessel.

The vessel was launched at a ceremony in Goto City on 12th May 2018, in the Nagasaki prefecture in Japan by Toda Kenko. The vessel is 110m in length, 40m beam.

Iku Sato Deputy Project Manager said: "I would like to aim for about half of the cost when installing a single machine, leading to mass production if it shows a cheap route, leading to cheaper (power generation) costs"

In Europe, the cost of offshore wind power generation has drastically declined due to its large scale, and it has grown into a main power source. The capacity of one power plant is close to one nuclear power.

Toda Kenkyu President, Masanori Imai President was asked if Japan has a way to do large offshore wind power generation like Europe? He replied: "There is technology as long as conditions are met, so it can be deployed at any time."
