Commission approves €10.82 billion French state aid for offshore wind energy

The European Commission has greenlit a €10.82 billion French scheme aimed at bolstering offshore wind energy, a crucial step towards achieving a net-zero economy. This initiative aligns with the State aid Temporary Crisis and Transition Framework (TCTF) and supports the construction and operation of two significant offshore wind farms over the next 20 years.

The project includes the development of wind farms in the South Atlantic and Centre Manche 2 zones in Normandy. The South Atlantic farm will have a capacity of 1000-1200 MW, generating at least 3.9 TWh of electricity annually. The Normandy farm will offer a capacity of 1400-1600 MW, producing at least 6.1 TWh annually. Aid will be distributed through a competitive bidding process, ensuring transparency and non-discrimination.


The aid will operate under a two-way contract for difference (CfD), with monthly premiums adjusted based on market and reference prices. If market prices fall below the reference, beneficiaries receive payments; if they rise above, beneficiaries pay the excess to the authorities.


The Commission determined that the scheme is aligned with the TCTF conditions, being necessary, appropriate, and proportionate to accelerate the green transition. This support is pivotal for the Green Deal Industrial Plan, promoting economic activities essential for a sustainable future.


This approval is part of the broader TCTF initiative adopted in March 2023, designed to expedite renewable energy deployment and decarbonize industrial processes across the EU, fostering a robust transition to a net-zero economy by 2025.
