Secretary Haaland unveils ambitious five-year offshore wind leasing plan

In a move to accelerate the nation's transition to renewable energy, Secretary of the Interior Deb Haaland has revealed a comprehensive five-year offshore wind leasing schedule. Announced at the International Partnering Forum conference in New Orleans, Louisiana, the plan entails up to 12 potential offshore wind energy lease sales through 2028, spanning across the Atlantic, Gulf of Mexico, Pacific, and the waters offshore U.S. territories.

Since the inception of the Biden-Harris administration, the Department of the Interior has been at the forefront of advancing offshore wind projects. The department has not only approved the nation's first eight commercial-scale offshore wind projects but has also conducted four offshore wind lease auctions, including sales offshore New York and the first ever auctions offshore the Pacific and Gulf Coasts. Furthermore, efforts to establish additional Wind Energy Areas in Oregon, the Gulf of Maine, and the Central Atlantic are underway.


The approved projects collectively represent more than 10 GW of clean energy, capable of powering nearly 4 million homes. To nurture a sustainable offshore wind industry, the department has prioritised initiatives such as promoting project labour agreements, enhancing workforce training, fostering a domestic supply chain, and engaging with Tribes, fisheries, under-served communities, and ocean users.


Secretary Haaland expressed optimism regarding the leasing schedule, emphasising its role in fostering predictability for developers and communities alike. The plan aims to provide the necessary confidence to continue building on existing offshore wind investments and supply chain developments.


BOEM Director Elizabeth Klein echoed Secretary Haaland's sentiments, underscoring the agency's commitment to transparency and stakeholder engagement. The routine issuance of leasing schedules serves to inform stakeholders about potential lease sales, facilitating collaborative planning and coordination across federal, state, and local agencies, Tribal governments, and various interest groups.


The unveiling of this five-year offshore wind leasing plan aligns with the Biden-Harris administration's broader agenda of bolstering the American economy through clean energy initiatives. By leveraging historic investments and utilising tools across federal agencies, the administration aims to create jobs, combat climate change, and enhance community resilience.


Looking ahead, BOEM will continue collaborating through its Intergovernmental Renewable Energy Task Forces to coordinate potential lease sales and engage stakeholders in broader offshore wind considerations. The strategic roadmap development led by states will further inform the multi-year process for proposed projects, ensuring a cohesive approach towards achieving renewable energy goals.


In summary, Secretary Haaland's announcement heralds a new era of renewable energy development, show-casing the government's commitment to sustainability, economic growth, and climate resilience through offshore wind initiatives.
